From the Hatter’s territory, look for a back path leading behind the Boyle House. It’s best to stay up here rather than brave the main street, as packs of Wolfhound now lay claim to Dunwall Street. Wait until they split to jump down and eliminate them. Grab the sleep darts and raw whalebone inside before looking out the other window for two more Hatters down below. One is busy by the fireplace, while another looks into a room with a sleeping Hatter, letting you take them out quietly. The building opposite the Black Market is barricaded, but a high up balcony covered in barbed wire hides and open window a room full of the Hatter Gang, who have taken over the streets in the absence of any authority.
